Advice for externally funded research

Definitions
"External funds are all monetary and non monetary advantages that are brought in from outside the university to achieve their functions."
"The specific purpose to accept external funding has to be reported to the rectorate PRIOR to acceptance." (Announcement of a research project.)

Project Manager
Every member of university, who is financed by the university budget can be project manager.
The project manager is responsible for all efforts and obligations to report. He is liable for all sanctions, which result from intent and gross negligence (Guideline for the application).

Corruption and Sponsorship
The culture ministers' conference gives advice to the penal risk of externally funded research. This advice serves the aim to give universities an orientation how to avoid criminal conduct.  

Federal Ministry of Education and Research (BMBF):
Advice for authorization requirements in knowledge transfer
According to the advice from the Federal Export Office the knowledge transfer of not public information to a specified range of countries needs a permission of the Federal Export Office. The advice clarifies, at which point research collaborations can arise, which require permission, in particular in the field of technological research.
